Who are seeking refuge/hospitality but cannot be admitted to membership in a community - what are the options if it is decided that they cannot stay but they refuse to leave? Enslavement, expulsion, or war.
Assimilation must be done right away; otherwise there may be resentment and violence for giving them secondary status. But if they reproduce more quickly than the natives, they may seek to take over the community if their numbers permit it. But how is it possible to assimilate outsiders who do not share the same culture or race or identity so quickly? How many generations would it take? And wouldn't assimilation also require intermarriage? What if the natives don't want that?
Appeal to rights claims on behalf of the outsiders may provide an easy intellectual fix for the problem, but is there any actual grounding in natural law for those rights?
