Like Many Other Political Problems, It Was Rooted in a Problem of Scale

Can't rely on institutions or bureaucracies to vet over a distance.

The strategy I and others hoped would bring integrity to the courts by staffing them with judges who would faithfully apply the laws as written, and not act as legislators, can hardly be said to have been a success.
