Dante Was Wrong
Now apologists for the empire will talk about the subsidiarity that had to exist because the emperor was not in a position to consolidate his power, and so his actual exercise of authority over other polities was limited by physical distance and lack of manpower. If things had been different, would Dante and Latin integralists have been celebrating the fact? Maybe not Dante, but I have doubts about the neo-integralists.
