Campaign finance reform

I believe it was Senator Biden who was arguing for public financing in order to get rid of the corruption associated with special interest groups. So I am wondering--who decides who gets funding? And what sort of qualifications are necessary? If someone like Wendell Berry wanted to run for office, what would he have to do in order to qualify for funds?
