"Catholic Left" and "Catholic Right"
Are there two political factions here? Are those political differences significant enough that there is a valid difference in political identity? The Catholic Left and the Catholic Right are not readily identifiable with Democratic voters and Republican voters, and even a division between anti-Trump and pro-Trump is questionable, though those on the "Catholic Left" are perhaps more likely to be anti-Trump than the "Catholic Right" are pro-Trump, as many of the prominent members of the "Catholic Right" are critical of Trump when they think it is appropriate. Did he speak with his brother bishop Wilton Gregory?
Maybe the bishop should explain what he means by the Catholic Left and the Catholic Right so we can determine whether he is lumping people under a label or not.
As for the Church avoiding being suckered into a secular, political agenda -- maybe the bishops should avoid politicizing themselves, but that's not a requirement of the laity. The problem is not the laity voicing their opinion, the problem is that bishops don't know what their appropriate role is (and canon law is wrong on this point). Before they say anything further, they should try to live in an actual community.

Do We Have Accountability Between Bishops and Theologians?
I will someday have to look through Ivan Illich's corpus of writings on power disparity as applied to the institutional Church.
Most of what is put forth in the Compendium of the Social Doctrine of the Church (a Latin document, which I can't repeat enough) is not divinely revealed precepts (either through Tradition or the Natural Law), but moral theology, as the Compendium itself admits. No bishop becomes automatically competent in moral theology simply by being consecrated a bishop; and whatever authority he possesses in that field will depend on the state of his knowledge of moral theology and the soundness of his reasoning, not his possession of Holy Orders. Just because he is a bishop doesn't mean that his moral theological opinions are sound or that they have authoritative weight by virtue of his being a bishop. What would have authoritative weight is his presentation of divinely revealed precepts or commandments, and even this must be tested as it is not an innate form of knowledge but handed from one generation to the next. Any "new" precepts must be established or demonstrated from precepts that are known, and this is the task of moral theology -- there is no new "Divine Revelation" as such, though this may be considered a legitimate development of doctrine.

Instead of lecturing about immigration and trying to redefine American identity, Archbishop Jose H. Gomez needs to do his job and clean house, including replacing the staff for LA Religious Congress or cancelling it, if necessary. There is absolutely no doubt that Roger Mahony, who should be laicized and punished with other penalties, should not be allowed to speak at the congress.

Is Ouellet Part of the Problem?
Or is the problem a Latin conception of the Church being above the authority of the state with regards to even civil matters and civil cases? If the Church hierarchy won't agree to the state policing it, then will it allow lay people to do so? How can the hierarchy be made accountable? (Appealing to the pope as the chief ruler of the Church is not the solution.)
