Three Gorges' dam: another 4 million uprooted
The government of the Chongqing municipality has approved the forced evacuation of over 4 million residents along the Yangtze river reserve, considered a problem for the ecology in the dam area. Environmentalists counter: problems surrounding the first exodus in the ‘90’s have yet to be resolved.

so what does this mean? Villages will be flooded?
I think it is saying that people cannot be relocated as easily as the government once thought--the area can't sustain new buildings and development. The impact on the environment is too great.
