This will be just a brief post--the evening gowns worn at the pageant are very form-fitting (that is the norm), but some more revealing than others, and some are close to being bedroom wear rather than something for a formal event. The trend towards close-fitting clothes has been very dominant in Western fashion, and it's something that influenced the development of the qi pao.
As for the traditional costumes...
it's not clear to me why the traditional costumes of Latin America tend to be rather immodest according to traditional standards. Yes, those countries can be hot. But what of the native cultures from which these costumes developed? Was everything A-ok with them before the arrival of the Europeans?
Also... I would be very surprised if slaves and members of the lower classes dressed the same as the nobles and elites of American cultures.
While 'covering-up' is facilitated in areas with colder climates, I think one can create modest clothing appropriate for hot climates as well...
