Last week I walked by Nice Matin in NYC and noticed that on the menu, they had adopted the European convention of using commas instead of periods for marking of decimals. Is it a French restaurant? What would traditional French speakers make of the name "Nice Matin," with the English mixed with the French?

(I was meeting a friend at Cafe con Leche for lunch. I believe it is a Cuban restaurant, but some of the Latin dance songs -- I don't know which genre -- mentioned Puerto Rico and Boricua.)
