The idea of establishing a unified, universal political order capable of bringing peoples together under the reign of justice emerged long ago. Both the ancient Roman Empire and the Christian religion at the time of its birth embodied a kind of universal ideal: one political and one spiritual. But each of these previous ideals is different from the model of the universal state promoted today—one that is rooted in the radical faith in global morality exhibited in the French Revolution and in the advent of modern technology that makes global government for the first time conceivably possible.
