If Pope Francis is not qualified to study the issue and lead the discussion on the reconciliation of the Catholic Church with the Orthodox Churches (both Chalcedonian and non-Chalcedonian) then that is sufficient reason by itself for him to resign.
Institutional inertia is no excuse.
