More Indifferentism?

Because God's grace is present everywhere and in everyone? Rahner's anonymous Christians? Or an even worse justification?

Someone may defend this on the basis of natural religion or of God's mercy, that God will hear the prayers of everyone who asks Him for His mercy. But that this is an initiative of the Higher Committee of Human Fraternity does make it suspicious.

But then there is this claim that all believers can perform works of charity. Maybe "charity" is being used here stripped of its supernatural meaning, as non-believers and even Christians do. But should the pope be promoting this confusion?
