And One More Thought
Following this post and this one.
First among equals - if we recognize that the bishop of Rome has some responsibility for the Church Universal, then shouldn't that be the main focus of the pope in that regard, rather than globe-trotting and lecturing secular authorities? Much of that of course is tied to the current conception of his role as patriarch of Rome (or the "West") and that conception needs to be re-evaluated also in light of the historical trend of increased centralization in the second millenium, and whether that is too much to expect from one bishop at the "patriarchal" level. (And even the role of the patriarchs in general should be looked at, as it pertains to "national" Churches and autocephaly.)
Have certain of our recent popes felt compelled to make up for a perceived deficiency of the local "institutional" Church (i.e. the public or human face of the Church, the bishop and the clergy but increasingly also lay representatives who work in the bureaucracy)? That was the rationale given for John Paul II's global mission, which lead to the inflating the cult of personality surrounding the bishop of Rome.
At any rate, the trip to Bulgaria, while he was there to give support to the tiny population of Catholics there, was supposed to be an ecumenical visit. But he also did spend some time meeting with the secular authorities and giving witness to his personal beliefs on certain political issues (refugees, for one). Could that time have better spent?
And there is also the Latin conceit that the is still publicly held, namely that the Church of Christ subsists in the Roman Catholic Church, and the other Apostolic Churches are in imperfect communion with that Church. As if communion with the bishop of Rome, and not with Christ, is the touchstone of ecclesial communion. So if by definition the Church of Christ is already in full communion with the bishop of Rome, what more does he have to do as the first of the bishops to ensure harmony and charity? Not that much. And perhaps we see this thinking in how Latins treated members of the Apostolic Churches not in communion with Rome in the latter half of the second millenium, until only recently.
I would argue that the pope's responsibility (or burden) to facilitate the restoration of full communion between the Apostolic Churches is greater than his responsibility to lecture non-Christians about what they should or should not be doing with respect to the political good. If the man holding the office is not up to this task, then he should resign. After all, if he doesn't have the intellectual capability to recognize what is of Apostolic Tradition and what is only a human tradition, even one that may be long-standing and dominant within his patriarchate, then how can he even function as a bishop with respect to his local Church?
