Our Lady of Refuge is patroness of Upper and Lower California, so the choosing of her as a patron saint of the church is a clear acknowledgement of the Spanish past of California and of the Mexican immigrants living in the area. Nonetheless, given the number of immigrants living in the area, both Hispanic and Vietnamese, it also seems to be an endorsement of a certain ideological claim about immigration as well.
